The Emergency Quota Act was a statement that had to be passed to limit the number of immigrants into the United States. The Act had to be passed because the amount of incoming immigrants was becoming too many. The immigrants were creating a negative effect on native-born citizens. They were taking away job offers and negatively affecting the country. We had to get rid of them. When the Act was passed the number of immigrants was limited to 3% in 1921 and in 1924 down to 2%. The average annual inflow of immigrants prior to 1921 was 175,983 from Northern and Western Europe, and 685,531 from other countries, principally Southern and Eastern Europe. Most of the immigrants were trying to leave because of the Nazi powers and wanting to get into the new power in the United States because they were becoming a dominate power and wanted to be a part of it. This is why America had to limit the number of Immigrants that were coming in. If we let everyone come into the United States then we would not be able to have a civilized government.
